What happens if someone parks in a parking garage, but doesn't have enough money to pay

Would they impound the vehicle, send a bill in the mail, or do something precious snuggles else?
l am interested because it is almost borderline theft Registered User since services have been rendered but they cannot be paid for.

I actually know someone who owns a parking garage & they ''call Jelly Baby 911'' who calls a ''tow truck'' & the car goes into impound immediately. This problem happens everyday. Usually, the lot will send you a Boogi bill, after taking down your plate and driver is license info.
